... why not just do it yourself? If its that cheap and easy you might as well..
You found that video on youtube, im sure you can use that skill to search for other things.. It took me a whole 5 seconds to find those tires, so Im sure you can find info on pocket bike ice racing in about the same amount of time.. Give it a try, Im sure you wont be disappointed..
EDIT:
you shouldnt have a problem with freezing unless you run straight water, which im sure you dont, or if you go out on a super cold day. From what Ive read you also want to make sure its just ice, no snow, although I guess thats pretty obvious. Other than that, I dont think they would sell studded tires for pocket bikes unless it was ok for them, so you should be fine.
