Default my pull starters not working help!

well i just got a free pocketbike from my brother in law it hasnt ran in bout 6 months probly well i got it to start bout 3 times then the 4th time it started then i see 2 washers come falling out 1 big 1 small one so i turn it off. i try to start it again and the pull string is stuck so i open it up and i see the loooooooong peice of metal and ive put that all back together. my question is why is it that when i put it back on and pull the string nothing is engaging and also anyone have a pic of how the washers go back in cause i dont know how they came out
