Default Loose Brakes NEED HELP!!! STARTER PROBLEM HELP!!!

Hi im goin to chek out my mates poket bike 2moro and i might buy it off him, but he sed the brakes are loose, and i have got to tighten the bolts or something.. is it as easy as it sounds? or am i gona have a really hard time figuring this out?? Also for the engine, the pull start is meant to catch on to sumthin and spin it so the motor starts right? at least i think its like that.. well anyway yeah, this bike doesnt spin that thing, so my mate put on a battery to start it, but i dont want to charge the bike every time i want to use it, does anybody know wat im on about with the engine? and if u do how do i fix these 2 problems, cos then the bike would be fine and i would have no problems. thanks for ur help guys!

i am not sure if your the right candidate to be giving info on brakes since you still need to learn how to use your front brake. and trust me YOU WILL LEARN HOW TO USE YOUR FRONT BRAKE!!!!!!!!!!
