Default Back Tire REPAIR!

Hi, I have a pocket dirt bike for about a year, and I found out the part where the razor connects to the chain and then connects to the tire has been warped. So the only thing that spins when the engine revs is the razor part that is alligned with the chain, the wheel doesn't.

So I rev and you can hear the engine going and if you see the chain is spinning really fast spinning the razor part. The wheel doesnt spin tho.

I took it apart and had a look at it and screws will not help.

Is there some glue that sticks steel together? Or I could use a flame thrower and melt the meltal so it becomes one part? There has to be more ways.

All answers are appretiated, thanks.
