Default Gas leaking from Overflow Tube

You know how the doggy bowl is supposed to push the two metal prongs up to prevent the leaking? Even if I use my hand to push the prongs up, it is a bit difficult. Sometimes, the prongs are at a certain angle which cannot go up, even if you push it really hard. Is there a way to fix this?

there should be a needle that stops the gas from entering the carb bowl
