Question gas cap vent

On a few bikes I have seen what looks like a fuel line coming out of top of the gas cap. Do some bikes have a fuel pump or is this a vent?

This is just a vent to ensure that the tank doesn't become vacuum locked. Almost all factory gas caps have a small hole, although these don't work very well.
