Default MUffler trouble

I noticed my bike is rediculously Loud, i dont mind but the neighbours seem to. I have dual exhaust on my s***ty CAG ( what does that stand for), and the one o the right Just popped right up over the exhaust Pipe and it totally looks broken. this happened as soon as i got the bike started. how can i get this fixed, and more so, how can i tune my bike to make it as Quiet as possible.??

You won't get it quieter, that's the way 2 strokes are. Your pipe might be able to be welded (would have to see it first) or a new pipe installed.
