what happens when you go to pull the starter and the cord does not pull?

well you got 2 things that may have gone wrong, the screw holding the coil on may have wiggled off and the pull start may have come apart inside, or the string just came off the guide or whatever you wanna call it, what you do is take the pull start off and see what the story is.

but be EXTREMELY CAREFUL WHEN DOING IT!!! the coil may come and spring right out and whip ya in the face (i know from experince....) so when doing it get some safety glasses or sheild yourself somehow, just be careful

i forgot to mention that the pullstart comes out about an inch, grabs, and then doesnt go any further. the engine wont turn over

1) seized motor
2) broken pullstart

Those are your options. Remove the pullstart from the motor and see if it is functional. If yes then see line 1, if no then repair and replace.
